Hi Jakub,

thanks for this and the other bug report concerning user mode.

Yes. It is already a big concession that 
- I implemented user mode in tlmgr (I'm also upstream)
- included tlmgr in Debian
because in fact tlmgr should *NOT* be in Debian ;-)

the first message is automatically shipped out every time on Debian
to make it clear that anything related to tlmgr in Debian is in 
user mode.

I do not intend to disable this.
