Bug#907419: tlmgr: "running on Debian, switching to user mode" even with --usermode

tlmgr warns me that it's "switching to user mode" even when it was me 
who requested the user mode:

  $ tlmgr --usermode list
  (running on Debian, switching to user mode!)
  ...

Please silence this message when the --usermode option was explicitly 
enabled.
