Hi,

Whilst working on the Reproducible Builds effort [0], we noticed
that texlive-extra could not be built reproducibly.

This is because of timestamps in jar files:

	cd tex4ht ; javac *.java */*.java */*/*.java -d ../tex4ht-java
	cd tex4ht-java ; jar cvf ../texmf-dist/tex4ht/bin/tex4ht.jar .

Adding a call to dh_strip_nondeterminism is the easiest way of fixing
this; patch attached.
