I did the following:
* log into salsa
* click Groups - Debian TeX Maintainers
* click New Project
* click Import Project
* select Repo by URL
* enter e.g., git://anonscm.debian.org/debian-tex/texlive-bin.git
* enter e.g. texlive-bin into the Project name field
* click on Create Project

That imports the whole git repo.

Not that I know of, but this will happen sooner or later, the
announcement states that after switch to salsa the old repos will be
read-only.

I guess you could chmod ugo-w or so on the repository on alioth, that
would do it, too?
