Dear Maintainer,
I concur with context install fix texlive install.
To add to the context:

$ grep syst-tex.mkii /usr/share/texlive/ -r
/usr/share/texlive/texmf-dist/tex/generic/context/mptopdf/mptopdf.tex:\input syst-tex.mkii

so it is likely 
/usr/share/texlive/texmf-dist/tex/generic/context/mptopdf/mptopdf.tex
should be moved to the context package as all the other texmf-dist/tex/generic/context
items are already.
