Bug#753368: texlive-base: suggest /etc/mailcap entry for dvi2tty

As a suggestion, it could be good for dvi2tty to offer itself in
/etc/mailcap for use as a dvi viewer. This lets "see foo.dvi" or
similar display at least something on a tty where the graphical viewers
cannot run. I suggest the lines below in
/usr/lib/mime/packages/texlive-base. (I propose similar for catdvi in
bug#753366.)
