Hi,

with versions 2013.20140314-1 and 2013.20140215-2 of texlive-latex-extra
the comment.sty seems to be broken with respect to german Umlaut.
The following code is working with 2013.20140123-1 but not with newer versions:

\documentclass{scrartcl}
\usepackage[utf8]{inputenc}
\usepackage{comment}
\begin{document}
\includecomment{comment}
äöüÄÖÜß
\begin{comment}

äöüÄÖÜß
\end{comment}
\end{document}


The german Umlaut within the comment environment will cause the error
! Undefined control sequence.

If I remove the empty line, the tex file is not working in all three versions.

	(pdf)latex -recorder ...

file with the extension .fls, it lists all the files loaded during
the run and can easily explain problems induced by outdated files in
your home directory.

Don't forget to also include minimal examples of other files that are 
needed, e.g. bibtex databases. Often it also helps
to include the logfile. Please, never send included pictures!

If your example file isn't short or produces more than one page of
output (except when multiple pages are needed to show the problem),
you can probably minimize it further. Instructions on how to do that

Dear Volker,

thanks for the report, but since this is neither a Debian bug
nor a TeX Live bug, but a bug that was introduced by the author of
the comment package, in this case Victor Eijkhout, University of Texas 
at AUstin, there is nothing we will do here.

ALso, our upstream TeX Live will not do anything.

Thus, I am closing this bug.

If you want to improve the situation, please contact the original
author and ask him to fix the bug, and reupload to CTAN.

After this the new version will automatically enter TeX Live and
from there in Debian.
