This is nothing that is considered a bug out of many reasons:
* first, not every package can be used in arbitrary settings and
combinations
* second, this is not a Debian bug, nor TeX Live bug, but *if* you want
you are free to report it to the original author.
Debian only takes what is in TeX Live
TeX Live takes what is on CTAN
The original author needs to fix this on CTAN, *IF* it is a bug.
The Debian TeX Team does (in most cases) not care for bugs in upupstream
packages (that is incompatibilities between packages, bugs in single
packages), these need to be related to the original author.
