I have none, I can only say we can just include what is in TeX Live
and drop the separate biblatex and bibtlatex-dw and etoolsbox
(did I forget one?)

In the end it is up to you what you want to do.

THe only thing I can offer is shipping the stuff in Debian.

In this case you should upload a package that contains nothing
but depends on the respective telxive-foobar package,
and I can add a "provides".

For boblatex(-dw) this is fine since there are no other rdepends
but biber, and that needs to be fixed any, too.

For etoolbox it would be good to contact lyx/logreq to fix the
dependencies.

Let me know your decision.
