Yes ... ok ... but in his case there is something strange going on:
The mentioned removal happnes only on UPGRADES from version 2 -> version 3
of tex-common.
if dpkg --compare-versions "$trigger" lt "3" && dpkg --compare-versions "$trigger" gt 1 ; then
so that should NOT happen on new installs, only on upgrades from
version 2.
But I have tested new clean installs *several* times so I canot reprodcue
this bug in any way ...

Forget that for now, this is not what we are searching ;-)
A new install of tex-common should not have effect.
