It likely depends on the ordering of package upgrade, and you might
always get the same order.
When that's not defined through Depends/Breaks/Recommends any order
is allowed, and
- a different set of packages installed or
- a different upgrade order or
- a later dependency change in an unrelated package
can expose such problems.
