One important argument:  If you need it, just install texlive from DVD
or its network install methods, and if something on Debian needs TeX
either have a parallel install of basic Debian TeX stuff, or use eqivs.  

In other words:  There's no pressing need if you are a heavy TeX user
anyway.

Interoperability between different TeX programs, and in particular
between different LaTeX packages is a problem even now.  With different
versions installed on a "stable" install, that would be even harder.

That's not a counterargument per se (because no one would use tlmgr on
build servers), but it would put more burden on the maintainers.
Patching tlmgr to do the right thing on a Debian system would be another
source of work for Debian maintainers.

We already have not enough manpower, by far.  That's it.
