Bug#665946: texlive-base: tl-paper: Handling of ConTeXt paper size doesn't work

Yes: If no context is installed, then it cannot determine the paper size for context,
since the file cont-sys.rme is not installed.

All other files are pre-installed in the texlive-base package, so
that can always be determined.

Pages one and two [of Zaphod's presidential speech] had
