I have no inclination whatsoever to walk through tons of TL bugs.

I have seen something in other bug trackers that might be worth.
Any bug without activity for more than 1 year is closed. Full stop.
(below and including severity important).

but I am not sure if I will find friends here ... but I am honestly
thinking that it is a good idea. Too many things changed, I don't
want to wade through old bugs.

For me, the BTS of TeX Live got completely useless. Too many blablabla
"I am just too dump" bugs I will never look into. So I completely 
ignore the BTS (for TL, not for other packages). That is not a good
idea. So I would propose a real clean up ... radical ...
