I've copied the luatex binary and it seems to work the same as the
original luatex:
$ texdoc hyperref
$ lualatex internals.tex
...
Output written on internals.pdf (22 pages, 179431 bytes).

(They used to give the zlib error)
I guess that the streams in internal.pdf were compressed with zlib, and
it worked (the pdf looks good).

I noticed that this fails with luatex (but it also fails with original
luatex/zlib):
$ lualatex clambc-user.tex
...
