I think having triggers definitely weighs up against the traditional
method of calling mktexlsr & co. with almost each and every package.
Sure, it will take more time when you install a new TL package.  But
you don't install new packages many times.  The average Joe will most
probably just install a large part of TL in one go.

But there is even a more important case: upgrading.  Once in a while
new Debian TL packages are released, and most users usually have a lot
to upgrade.  Having triggers will certainly speed up the upgrade
process, IMHO.  And that is why I think having triggers is the way
forward.
