Bug#557091: texlive-binaries: fmtutil-sys failed during upgrade from texlive 2007

Here's the culprit:

So there's a duplicate entry for etex after the transfer from
10texlive-base-bin.cnf.  This is probably a bug in our transitioning
code. Or the code should be removed completely now?

Can you please check whether there's a file whose name resembles
/etc/texmf/fmt.d/10texlive-base-bin.cnf with some extension (or other
mangling) that indicates we moved it out of the way?  If you find it,
please send it.

Copying the two lines directly to each other:

etex            pdftex         language.def    -translate-file=cp227.tcx *etex.ini
etex            pdftex         language.def    -translate-file=cp227.tcx *etex.ini

shows no differences.  This is strange, IIRC the transitioning code
checks whether the line in the old file (10texlive-base-bin.cnf) is
identical to the new one, and if yes stops processing it.
