I searched for "endfloat" on CTAN and found the following list:

(excluded some packages for special distributions like MikTeX/TeX
Live).

endfloat.cfg is not installed by the endfloat package, but by the
"OSA's Optics Letters" package. And even there it can probably be
removed. The endfloat.cfg in "OSA's Optics Letters" differs
significantly from the file in the APA class and both redefine
different commands.

I suggest to move both files to the doc dir and the user can decide
then, which one he'd like to use.
