This sounds reasonable. The file supplied with apa.cls contains a
couple of additions to the default file supplied by the endfloat
package dealing with longtable and rotated floats. I assume these
settings might affect uses of endfloat other than those by apa.cls,
but I'm not sure (in any case they should only affect those uses that
also use longtable or rotating). I don't particularly like the
prospect of having to copy that file into every directory that
contains tex files using apa.cls -- I suspect that in practice most
users of apa.cls would prefer this file to apply to any tex file if
it's scope can't be limited to only those files using apa.cls without
having to copy it into the current directory every time. However, I
realize that the solution proposed above is probably the cleanest
option, with the possible exception of having this be an option during
the install of the package.
