That's the solution. I have dvipdfmx.cfg because I have the dvipdfmx
package installed. From my point of view it is a bug in the texlive
packages that they leave xdvipdfmx, which is crucial for xetex,
without proper configuration file.
I don't know what a good solution here would be, since both dvipdfmx
and xdvipdfmx need this configuration file. Maybe texlive-xetex should
depend on dvipdfmx?

No, this would not help. Just install the dvipdfmx package and
everything should work.
