Bug#429587: texlive-base-bin: duplicate whatis entry for pkfix(1)

whatis doesn't like the differing capitalization in the header of
pkfix(1):

    $ whatis pkfix
    PKFIX (1)            - (unknown subject)
    pkfix (1)            - replace pk fonts in postscript files with type1 versions

Naturally, lowercasing does the trick...
