Not when I search for pdflatex in unstable. There packages.d.o tells
me pdflatex is in texlive-latex-base which is correct. Installing
texlive-latex-base is the minimum requirememnt for using pdflatex.
The difficulty here is that often the binary program (pdfTeX or TeX
the program) are confused with the macro package that is used to
create a format file (sort of a memory dump) that is then read during
execution. LaTeX is one such macro package/format.
