Bug#428875: texlive-base-bin: pdf(la)tex not working

On a system without any TeX related packages, trying to create a PDF from a
.tex document copied off another system (running an old tetex version, but
this system has since been discarded).
First, check packages.debian.org where pdflatex might be these days --
reportedly in tetex-bin, which is now a transitional package, and
texlive-base-bin.
Fine, lets install the latter: apt-get install texlive-base-bin reports no
recommends but perl-tk, which definitely won't have anything specifically
TeX-related in it, and no suggests either.
Next step: try to run pdflatex.
Hmm, "command not found".
$ grep pdflatex /var/lib/dpkg/info/*.list
/var/lib/dpkg/info/texlive-base-bin.list:/usr/share/man/man1/pdflatex.1.gz
Good, let's check the manpage.
SYNOPSIS
pdftex [options] [& format ] [ file | \ commands ]
Uh? pdftex isn't the same as pdflatex, is it?
Well, let's try anyway...
$ pdftex foo.tex

I can't find the format file `pdftex.fmt'!
In fact:
$ pdftex /dev/null
