Mainly because of this:

# htmlxml will not be build, but is replaced by xmtex, jadetex, and passivetex
# see below
#name;collection-htmlxml;texlive-htmlxml;texlive-bin

in tpm2deb.cfg.

But you are right, there are no architecture-dependent files in there.
