after installing all texlive updates from today with --force-confmiss I 
noticed that two config files from texlive-latex-base were missing, too:

Setting up texlive-latex-base (2007-7) ...

Configuration file `/etc/texmf/tex/latex/config/color.cfg', does not exist on 
system.
Installing new config file as you request.

Configuration file `/etc/texmf/tex/latex/config/graphics.cfg', does not exist 
on system.
Installing new config file as you request.
