Bug#421969: Patch to solve the problem

sorry for not answering earlier; we had lots of other important issues,
and this can be solved differently (a wrong fonttext.cfg was used).  But
it's still very interesting what you write:

This looks like \LastDeclaredEncoding doesn't work as expected as an
argument to \DeclareFontSubstitution.  I currently don't have time to
look into the LaTeX Companion or similar resources - doesn anybody know
whether there's a reason for that, or whether it's just a bug?
