If you're confident the bug is solved, close them. This is also valid
if the bug was files against a program, which is obsolete for now and
disappeared.
But I'd speak against closing bug, just because it is old. In case
you can't reproduce the problem I'd contact the submitter and ask
him, if he can still using TeX-Live. Yes, I know it is a hard job,
but anyway it should be done.
