I have asked on #debian-devel last week, and was told by HE that the
autobuilders for experimental are now able to pick up versioned
Build-Depends from experimental.

Only when a Build-Conflict prevents installation of the unstable
package, and a version in experimental would be possible, then the logic
fails to find that solution.
