Bug#391348: updmap-sys neglects /usr/local/share/texmf

When was the file in /etc/texmf/web2c created? What's the difference to
the proper file in /var/lib/texmf? It would be interesting to find out
where this file came from.
Debain TeX team: Would it make sense to implement a check in the
update-* programs that looks for files in /e/t/web2c and prints out a
big fat warning in case one is found?
