new man page for update-fontlang and all the update-* scripts

Hi all!

I have checked in a new man page of update-fontlang which tries to be
quite explanative (if this word exists). We can use it for all the
update-* scripts as it deals with all the cases.

Please:
- check the contents
- make the necessary changes int the .TH header if we install it for all
  update-* scripts, I have no idea about man/groff!!
- adjust the rules file for installation (not done till now)
- changelog entry?
