IMHO this depends on whether or not the meta package texlive should be
used in dependencies or not. (I was the one who suggested to Ralph to
not use it for sisu-pdf.) If 'texlive' is meant as a package that is
selected by users, then Recommends is fine, since people who want to
actively use TeX probably want to have at least parts of these docs. If
we say it is okay for other packages to depend on 'texlive' instead of
the appropriate 'texlive-*'  packages, then I think Suggests would be
better. People you use TeX only via automatic code generaters probably
don't need all this documentation.

Looks good in principle, though there are a few items I don't know. For
these Metafont and Metapost docs, I think they could go in the
t-d-e-extra package:
