Yes.

Historical reasons.  My layout is 

Packages
|-- tetex-base
|   `-- tetex-base-2.0.2c
|    |- tetex-base-3.0.dfsg.2
|-- tetex-bin
|   `-- tetex-bin-1.0.forgotwhat (yes, I really had to unpack that recently)
|    |- tetex-bin-3.0
|    `- tetex-bin-3.0.pdftexbeta-1.40-beta-20060725
|-- netenv

and so on, and only the "versioned" directories are under svn control.
Each package directory also contains other files and directories to
store information about the packages.

I'll see whether I can change that.  Or just rename the current,
svn-controlled dirs to "trunk".
