I don't know :-(
I left it like this because
- it always seems to produce a double path setting, even when you do
"./configure; make; make install" with upstream sources (although I
didn't try that), and there might be a reason
- it doesn't seem to hurt, and if there's a feature behind it (like,
something still working even if TEXMF is changed as an environment
variable during configure or compilation) it might be good to keep it
in.
Not very strong arguments, and just based on speculation, though
