I need parse_first_line=y (as many people speaking accented languages
- in my case Polish). Let it be, that for some obscure reason it is by
default off. But please let me change this default ONCE and forever.

Currently everytime I apt-update tetex-bin, I get configuration file
conflict caused but this only setting. And usually there are useful
changes in config files (patching paths to suit modified locations,
new config switches and so on), so I am forced to manually resolve.

Simple change - extracting parse_first_line setting into separate
configuration file included into the main one - would do.
