I didn't check the logic for translating between the two syntaxes
('cause I don't know them...), but otherwise it looks good. I have two
remarks:

  1. Do you really need bash instead of sh?

  2. I suggest adding a 'echo Calling dh_installtex $newargs' or
     something like that before the last line so that the maintainer
     gets an idea of the changes he needs to make to his debian/rules
     file.
