There might be a reason.  But it might just as well be that nobody
thoroughly thought about it, or way back in the old days someone simply
made a mistake.

Hm, 1.0.7 (woody's teTeX) changes the ls-R permissions to 644 and the
permissions of the subdirectories to 1777.  In 2.0.2 we dropped the
directory handling completely, and so it seems that it's me who
reinvented it for teTeX 3.0.  I don't remember any specific reasons.
