I have no patch, but I would suggest the following:

be writeable by a specific group all, nobody but root, whatever?
This way we could:
- (maybe) simplify the management of the rest of the config file
- give different options to managing ls-R files and cache/fonts
reason behind this: One would like to give *ALL* users the right to
add fonts to /var/cache/fonts/{pk,tfm,source) using the mktex scripts,
but only a small grop the right to add files to TEXMFMAIN and call
mktexlsr there. Does this sound reasonable?
In this case we wouldn't check for a consisten setting, but change the
ownership according to the response, would also simplify the snippet you
sent.
