I have put on the tug server a new incarnation of 0.99.3-1 (and also in
svn):

Fixes from the last version:
- correct link (thanks Ralf)
- reworked preinst logic

So now upgrade 
	from 0.92-7 to 0.99.3-1
		works if nothing is changed, no questions
	from 0.92-11 to 0.99.3-1
		same

	from 0.92-7 to 0.92-11
		I cannot do anything against this problem
		always asks for changed conf file

I tested it on debian/sid, with 0.92-7, -11, and 0.99.3-1.

Ralf: Please can you make some tests with real documents, thanks!

If we could fix the NEWS.Debian than we would be ready for an upload,
or?
