Well, the problem is your umask. You have set up your system in a way
that files owned by root can only read by root. This is ok, but do not
expect that users can do all the stuff they want.
You have to create your own updmap.cfg file in .texmf-config and rerun.
This cannot be circumvented. In fact it would be better to call
updmap-sys as root, because updmap (called as user) creates all the
files in .texmf-{var,config}
