You probably never did - there's a bug in xmltex (for which I'm not
completely irresponsible...) that causes it to think the file was
changed.

You should have been asked.  However, also other people have claimed
that they weren't asked.  Unfortunately, this is just anecdotal
evidence, and we can't do much here.

Yes, the old one would definitely have caused the bug.

I tried upgrading from woody's version (which has the same configuration
file as you had), and it did ask.  I think we can close this.
