The tetex-base package contains several files, which are
configuration files, but which are not installed under /etc.
This violates section 11.7.2 of the debian policy.

For example /usr/share/texmf/tex/latex/config/geometry.cfg
contains the lines

    %% You can uncomment and edit the line below to set default options.
    %%\ExecuteOptions{a4paper,dvips}

so it seems that this is intended to be a configuration file.

I think the same problem may apply to other files, too.
For example the files

    /usr/share/texmf/etex/plain/config/language.def
    /usr/share/texmf/tex/latex/config/seminar.con
    /usr/share/texmf/context/config/texexec.ini
    /usr/share/texmf/tex/latex/config/color.cfg

seem to be candidates.

nearly 5 years ago you reported this bug against the Debian package
tetex-base.  It has been resolved step-by-step by moving appropriate
files to /etc (and sometimes back), but now it will be closed because we
have made a large step in the other direction.  The TeX Policy (draft)
now states:

|      change the behavior of the system, and thus be regarded as a
|      configuration file.  To prevent inflation of configuration files,
|      packages should not install any TeX input files as conffiles or

|      below `/etc/texmf/tex' and advice users which files are likely places
|      for configuration.  It is up to the local admin or individual user to
