Your suspicion was a near miss:  Actually it is tetex-extra which had its
dependency on tetex-base unversioned, and therefore could be upgraded
(to 3.0-11 as given above) without tex-common and tetex-base being
upgraded to match the new file locations.  This is also the reason for
this error message:

At first I didn't notice that tetex-extra and tetex-base had different
versions.  So this is explained, too.

This bug will be fixed in the next upload; thanks for reporting it.  I
never use pinning for the teTeX packages, therefore I would never have
found this. I guess we can close #343308, too, right?
