I guess the fonts are crucial for the use of arabtex. This means that
you will have to Depend on tetex-bin (>=3.0), and put a RC bug on
arabtex to prevent its migration into testing until tetex-3.0 is there,
too.
Or even better, revert the change partly, putting the files into
/etc/texmf/dvips/map/ (please check this location, I have no 2.0.2
installation around). Then the package will work with tetex-2.0.2 and
with 3.0 until we drop our backwards compatibility hack, and it can
migrate to testing on its own.
