One more reminder bug report:

Analogous to fmtutil, updmap and texconfig should behave as if called as
updmap-sys/texconfig-sys when invoked by root and unless the --root-home
option is given

That bug should have had the tag experimental. Has now the tag
fixed-in-experimental -> Closing.
