I think you should add something to this effect to NEWS.Debian (or
README.Debian), not that anyone will read it...

Summary: Anyone who customises TEXMF should read the paragraph below.

Debian tetex packages have always set the TEXMF environment variable
(which tells TeX and friends where to search for packages, fonts and
other files) to a sensible value in /etc/texmf/texmf.d/05TeXMF.cnf,
but some users change it, either in that file or in their own
environment.  This is (still) fine provided TEXMF contains both
/usr/share/texmf and /var/lib/texmf (with woody the latter was not
required; in future, additional directories may also be needed).
Otherwise LaTeX and friends may fail to run.
