There is not problem with that. That bug is wishlist. We're first
testing, whether the patches were already applied and then apply them
if not. That is perfectly OK, however we could avoid that step, if we
know that this was done already (e.g. dpatch came to my mind).
  You seem to have implemented something like that, so tag the bug
f-i-e as soon as tetex-bin is in there and we're done.
