it turned out that some local path settings in texmf.cnf broke the
upgrade. Eventually I resorted to de-install tetex-bin using --force,
removing the config file by hand, and re-installing tetex-bin. I didn't
have time to thoroughly test it, but cursory checks didn't reveal any
errors.
