This is uninteresting for TeX Live users, of course. But for teTeX users
it would be a nice possibility to install some additional style files or
fonts. It also would give us a TEXMF tree for TeX packages not shipped
with teTeX or TeX Live.
With respect to search order I think the conservative approach as Frank
used it above would be best. The admin can always schange the order.
