No, I have links from /usr/share/texmf to the respective files in
/etc/texmf/texlive. As it was with the map files (or more specific with
the directory map which was linked to /usr/share...).
I don't want these files to be found via TEXMFSYSCONFIG in /etc/texmf,
the should be just link targets.
I would say that /etc/texmf has a double purpose:
. as a TDS subtree overriding files as TEXMFSYSCONFIG
. as a directory for config files other than these (like updmap.d,
texmf.d, etc)

All these problems go away if we have *only* link targets in
/etc/texmf/{tetex,texlive} and the actual files=links as found by TeX
etc are in /usr/share/texmf.
Only files which are put into /etc/texmf as TDS by the sysadm to hide
files or by some other package are found directly.
THis way we overcome the problem with deleted but not purged files etc
etc. That was my intention behind suggesting /etc/texmf/texlive.
