You are right. Of course.
There is one more problem with putting TEXMFSYSCONFIG = /etc/texmf:
In TEXMF the TEXMFSYSCONFIG has a !!, this should be removed, otherwise
it will not work since there is no /etc/texmf/ls-R and it shouldn't be
there (or?). (I was bitten by this when playing around with different
settings).
